Where the Idea Came From

The idea isn’t as new as it feels. You can trace it back to “digital city” experiments in the 1990s, long before anyone was using the term smart cities in marketing decks. Things really picked up pace in 2008, when IBM rolled out its “Smarter Planet” campaign and got the world talking about wiring sensors into roads, power grids, and buildings.

South Korea’s Songdo often gets called the world’s first true smart city, it was built almost entirely from scratch in the early 2000s. But dig into more recent research, and the story gets messier than the popular version suggests [Source]. It wasn’t just IBM, Google, and Cisco pulling the strings. Old-fashioned urban planners, the kind who’d been shaping cities long before “smart” entered the vocabulary, did much of the heavy lifting too.

How Big Has This Gotten Globally?

Numbers on this market are all over the place, honestly, and that’s mostly down to how each research firm defines “smart city” spending. Depending on who you ask, the global smart cities market in 2026 sits anywhere between USD 950 billion and a jaw-dropping USD 2.77 trillion, with growth forecasts ranging from 15% to as high as 32% a year through the early 2030s. Zoom out further and the trend is unmistakable, the market was worth about USD 410.5 billion back in 2020 and had nearly doubled to USD 957 billion by 2025.

Asia Pacific currently leads the pack in market share, though Africa is quietly becoming the fastest-growing region, mostly because emerging economies are skipping older infrastructure stages entirely and jumping straight to smart systems. Utilities, energy, water, waste still eat up the biggest chunk of spending, around 27-28%, but public safety tech is climbing the fastest of all the categories.

What Are Smart Cities in India, and How Did the Push Begin?

That naturally raises another question: what are smart cities in India, and why did the government throw so much weight behind the idea? The answer starts on 25 June 2015, when Prime Minister Narendra Modi launched India’s Smart Cities Mission, one of the most ambitious urban programs any country had attempted at that scale [Source].

Unlike Songdo’s build-from-nothing approach, India took the harder road: upgrading 100 cities that already existed, each with its own tangle of old infrastructure, instead of designing something brand new on empty land. The Ministry of Housing and Urban Affairs ran the show alongside state governments, and cities didn’t just get picked at random — they competed for a spot through a “City Challenge” held across four rounds between January 2016 and January 2018, judged on everything from existing service quality to how solid their proposals actually were.

What India’s Smart Cities Actually Delivered

Money kept flowing into the mission year after year, starting around ₹20.2 billion in 2015 and eventually adding up to roughly ₹2,039.79 billion, close to USD 21 billion, before the program officially wrapped up on 31 March 2025. By July that year, government data showed 95% of the mission’s 8,063 approved projects were done, accounting for ₹1,53,977 crore out of a total ₹1,64,695 crore.

And yet, a February 2026 update revealed something less flattering: only 31 of the 100 cities had actually earned the full “smart” label. Forty-three were close, and 26 still needed more time. Money spent and work finished, it turns out, aren’t quite the same thing. Indore led the spending charts, finishing 231 projects worth ₹3,751 crore, with Varanasi and Surat close behind.

The Bigger Picture

Strip away Songdo’s tech ambitions and India’s decade-long retrofit effort, and you land on the same basic truth: smart cities were never really about flashy gadgets. They’re about solving boring, everyday problems.

Traffic that actually moves, water that’s managed properly, emergencies that get responded to faster. Arguably the most tangible result of a ten-year, ₹21-billion experiment in reinventing how Indian cities actually function, India’s 100 cities now operate on Integrated Command and Control Centers coordinating precisely that kind of monitoring.
