Maharashtra Budget Unveils ₹23,487 Cr Underground Metro for Gateway of India

Consider a Mumbai in which the constant honking of traffic and the humidity of the streets fade away as you descend into a sleek, climate-controlled world beneath the pavement. For decades, getting to South Mumbai’s iconic tip has been a test of patience, but that is about to change. The Maharashtra government has just officially approved a vision that will change the city’s pulse and how we see its most historic landmarks.

During the budget presentation for 2026-27, Chief Minister Devendra Fadnavis announced the ambitious Metro Line 11 project. This isn’t just another train line; it’s a completely underground corridor designed to connect the suburban hustle with the historic charm of the Gateway of India. The state has made a significant investment of ₹23,487 Cr, indicating that Mumbai’s future lies underground.



The Route of the Future

Metro Line 11 will be the lifeline that residents of Wadala and Central Mumbai have long desired. The proposed corridor will run directly from Wadala to the Gateway of India, passing through some of the city’s busiest and most densely populated areas. By going entirely underground, the project avoids the messy land acquisition issues that frequently stymie elevated projects in the island city.

But the plan does not end there. The government has also planned to extend this line to the Dharavi Redevelopment Project. From there, it will travel to the Bandra suburban station and the Bandra Terminus. This establishes a continuous, high-speed link between the commercial hubs of the north and the administrative and tourist heart of the south.


A Budget for the Ages

The allocation of 23,487 Cr for a single metro line is a bold move, but it is part of a larger 7.69 lakh crore state budget focused on ‘Viksit Maharashtra’. The government is betting heavily on infrastructure to boost the economy. This metro project is expected to be a cornerstone of the city’s transport network, along with other massive tunnel projects planned for Mumbai and Pune.

The size of this investment reflects the complexities of building beneath one of the world’s most densely populated cities. Building a fully underground line necessitates advanced tunnel boring machines and engineering precision to protect the heritage structures above ground. The high price ensures that the technology used is of the highest quality, with safety and speed as top priorities.


Decongesting the Island City

This news comes as a relief to anyone who has ever tried to drive through the narrow lanes of South Mumbai during peak hours. The underground line is expected to take thousands of cars off the road each day. By offering a dependable and quick alternative to taxis and buses, it will significantly reduce daily commuters’ carbon footprint while saving millions of man-hours.

The connection to the Gateway of India is especially important for tourism. Millions of people visit this monument each year. They currently rely on a combination of local trains and road transport. Once Line 11 is operational, a tourist could possibly land at the airport, take a connecting metro and arrive at the Taj Mahal Palace Hotel without ever seeing a traffic light.


Integration and Connectivity

The Maharashtra government’s vision for 2047 includes a massive 1,200 kilometres of metro lines across the state. Metro Line 11 is an important piece of the puzzle. It will connect to existing lines, including the Aqua Line 3, to form a network of connectivity that will reach every corner of the Mumbai Metropolitan Region.

Furthermore, the budget states that this line will serve as a feeder for the upcoming “Third Mumbai” development near Atal Setu. By connecting the old city to the new urban frontiers, Maharashtra ensures that growth is distributed throughout the region rather than concentrated in one pocket.


Engineering and Timelines

While the project is awaiting final approval from the Union Ministry of Housing and Urban Affairs, the groundwork has already been laid. Construction is expected to begin in earnest by 2027. The state has already demonstrated its capability with the successful partial opening of Line 3, demonstrating that underground metro systems are the only viable solution for a city with no room to expand outward.
