Toll booths are becoming a thing of the past. The Government of India has officially notified the National Highways Fee (Second Amendment) Rules, 2026, signalling a significant shift in how we pay for highway travel. This isn’t just a minor update; it’s a high-tech overhaul aimed at enabling barrier-free, high-speed travel across the country.

If you’ve ever been concerned about a low FASTag balance or a faulty scanner causing a scene in the plaza, these rules are for you. The emphasis has shifted from immediate on-the-spot confrontation to a sophisticated digital recovery mechanism. By leveraging the power of automation, the government hopes to eliminate the friction of physical barriers while ensuring that no one fails to pay their taxes.



The Power of the E-Notice

Under the new framework, if your vehicle passes through a toll point and the fee is not successfully deducted, you will not be stopped by a physical gate. Instead, the system will issue an electronic notice. This digital alert will be delivered directly to the registered vehicle owner via SMS, email, or dedicated mobile apps.

The e-notice is very detailed, leaving no room for confusion. It includes information about the specific vehicle, the exact date and location of the passage, as well as the payment amount. This level of transparency ensures that all highway users are kept up to date on their tolling status in real time.


Your 72-Hour Golden Window

Here’s where things get interesting for the savvy traveller. The government has established a 72-hour payment window to encourage prompt compliance. If you receive an e-notice for an unpaid fee, you have exactly three days to pay the original toll amount. If you pay within this timeframe, you will only pay the base toll—no penalties, fines, or additional stress.

However, if you miss the 72-hour deadline, the stakes will be much higher. Once that window closes, the “unpaid user fee” is automatically doubled. Effectively, the government is offering a 50% discount to those who act quickly. This “pay now or pay twice” approach is a clear nudge toward maintaining good digital habits while rewarding those who correct errors quickly.


VAHAN Integration and Strict Enforcement

To ensure that these rules are followed, the National Electronic Toll Collection (NETC) system is now linked to the VAHAN database. This is a game changer in enforcement. If a toll is unpaid after 15 days and no grievance is filed, the dues are recorded directly against the vehicle’s permanent record in the VAHAN system.

This integration means that your unpaid tolls will follow you everywhere. The government may impose restrictions on essential vehicle-related services until the outstanding balance is paid. This includes preventing the issuance of No Objection Certificates (NOC) for selling your car, the renewal of fitness certificates, and even the transfer of ownership. It transforms your vehicle’s digital record into a tool for financial accountability.


Fair Play and Grievance Redressal

The government is focusing not only on collection, but also on fairness. If you believe an e-notice was sent incorrectly—possibly due to a technical glitch—you have the same 72-hour window to file a representation through a designated portal. This balances the system and prevents users from being unfairly penalised for system errors.

What makes this even more consumer-friendly is the accountability placed on tolling companies. When you file a grievance, the authorities must respond within five days. If they do not resolve the matter within this five-day deadline, the claim for the unpaid fee will lapse. This shifts the burden of proof and speed to the system, ensuring that citizens are not left in bureaucratic limbo.
