Mumbai is finally reclaiming its ancient relationship with the sea, albeit with a high-tech twist. For decades, the city’s lifeline was limited to the clatter of local trains and the bumper-to-bumper traffic on the Western Express Highway. That is about to change, as the Mumbai Water Metro project moves forward, promising to transform the Arabian Sea and the region’s sprawling creeks into a high-speed transit corridor.
The scope of this project is nothing short of breathtaking. We’re looking at a massive 340-kilometer network designed to connect the entire Mumbai Metropolitan Region (MMR). By utilising the natural waterways that surround our peninsula, the state government hopes to provide a sustainable, air-conditioned alternative to the congested land routes we’ve been dealing with for years.

A Three-Phase Blue Revolution
The rollout is meticulously planned in three distinct phases to ensure that the infrastructure keeps up with technological advancements. The first phase, which began with a significant budget push in March 2026, focuses on Mumbai’s immediate coastal needs. This initial leap requires an investment of around 1,500 crore to make the primary routes operational.
The second phase emphasises indigenous manufacturing and long-term sustainability. The government has directed the construction of massive shipyards in places like Nandgaon and Dighi. The goal is to build the necessary electric and hybrid vessels right here in Maharashtra, ensuring that the project benefits local industry while expanding the network’s reach.
The 340-kilometer expanse will be fully integrated during the final phase. This includes modernising 21 existing routes and constructing 11 brand-new waterways. By the time the third phase is fully operational, the network will have 44 terminals, forming a seamless “Ring-Route” that connects Mumbai’s heart to its farthest satellite towns.
Connecting the MMR Grid
Connectivity is the heart of this project. The planned 340-kilometer network is more than just a sightseeing tour; it is a strategic “bypass” for the city’s most congested areas. The network is planned to connect Mumbai with Navi Mumbai, Thane, Mira-Bhayander, and even Kalyan and Vasai. This means that a commuter from Kalyan could theoretically reach South Mumbai without encountering a single congested railway platform.
One of the most anticipated links is the one connecting the Radio Club jetty near the Gateway of India to the upcoming Navi Mumbai International Airport. What currently takes nearly two hours by car during peak traffic is expected to be reduced to only 40 minutes. This waterborne “Airport Express” will be a game changer for both business travellers and residents.
The Fleet of the Future
This is not your grandfather’s ferry service. Mumbai plans to deploy a fleet of 207 sleek, electric-hybrid vessels based on the successful Kochi model. These boats are intended to be whisper-quiet and environmentally friendly, aligning with global net-zero goals. They provide a “metro-like” experience on the water, complete with full air conditioning and modern safety features.
These vessels were designed for speed and efficiency. Because they must compete with a 100 km/h coastal road and fast-moving local trains, the Water Metro boats will travel faster than traditional ferries. This ensures that the water route remains a viable option for daily office workers rather than a weekend luxury.
Seamless Commuting Experience
Ticketing and accessibility are being designed for the modern Mumbai resident. The Water Metro will be completely integrated with the “Mumbai One” card system. This means you can get off a Metro Line 3 train at BKC or a local train at CST and then board your water taxi with the same digital card.
During peak hours, services will run every 15 to 20 minutes, mirroring the efficiency of the rail metro. This level of integration is required to make the water network a viable primary mode of transportation. By 2031, the government expects this blue network to handle 7.5 crore passengers per year.
