Rajesh Kumar, Uttarakhand’s Housing Secretary, touched down for a high-stakes review of the Haridwar-Roorkee Development Authority (HRDA). For both residents and developers, the conference was more than simply an administrative burden; it was a clear statement that the “business as usual” approach to urban development is being officially demolished.

With a focus on clearing the bureaucratic fog surrounding housing approvals and putting the pedal to the metal on the ambitious Unity Mall project, the Secretary’s visit has set a new pace for the state’s urban landscape.



Red-Flagging the Paper Trail

One of the most significant takeaways from the review was the Secretary’s direct confrontation with the “pending file” syndrome. For many residents of Haridwar and Roorkee, the ambition of owning a home is often stifled not by bricks and cement, but by pen and paper.


Addressing Housing Delays

Dr. Rajesh Kumar expressed serious concern over the backlog of housing applications. He observed that objections voiced at the state level frequently result in a cycle of indecision. To address this, he issued a strict directive: HRDA must expedite the disposal of these concerns. The purpose is to ensure that cleared cases are immediately delivered to the government, effectively clearing the pipeline for residential schemes.


Accountability in Action

The Secretary stressed that “transparency” and “quality” are the two pillars of the Pradhan Mantri Awas Yojana (PMAY). He reminded officials that the aim is to provide secure, long-lasting shelter to the needy, not simply check off building targets on a spreadsheet. The Unity Mall: A December Deadline

If there was a focal point in this evaluation, it was clearly the Unity Mall in Haridwar. This project is more than just a shopping mall; it is a flagship endeavor in the Prime Minister’s aim to promote the “One District, One Product” (ODOP) program.


Current Progress

Walking across the building site, the Secretary noticed that about 45% of the work had been completed. The mall’s skeleton is revealed, and the race against the clock has begun. Dr. Rajesh Kumar has established a strict December deadline for the project’s completion, guaranteeing that there is no further timetable delay.


A Hub for Local Pride

The mall is intended to hold 54 stores and three multi-complex apartments. It would not only highlight the craftsmanship of Uttarakhand’s 13 districts, but will also serve as a national showcase for products from all Indian states. The Secretary directed officials to start communicating with neighboring states right once, assuring that by the time the doors open, the mall will be a dynamic, fully-stocked cultural and commercial monument.


Aligning with the Master Plan 2041

The Secretary’s evaluation looked at the future of Haridwar and Roorkee as a whole, not just individual buildings. Implementing the Master Plan is a primary objective for preventing chaotic urban sprawl.


Quality Control and Third-Party Audits

To ensure that new infrastructure does not fall as a result of inadequate oversight, the Secretary mandated the employment of third-party inspection firms. This move is intended to reduce lapses and ensure that all roads, parking lots, and public assets fulfill the required requirements.


Maintaining Civic Assets

It isn’t just about building new things; it’s about keeping what we have. Dr. Rajesh Kumar emphasized the importance of proper care of landscaping assets and roadside upkeep. He asked the HRDA to put in place routine monitoring methods to ensure that the aesthetic and functional value of the city’s public spaces is preserved throughout time.
