Govt Strengthens National Highway Maintenance & Traffic Enforcement

The Indian government has prioritized maintenance and repair of National Highways (NHs) through an accountability-driven mechanism. Concessionaires and strengthen law enforcement, and introduce smart traffic management solutions contractors are responsible for M&R during the Defect Liability Period (DLP) or Concession Period for.

NH stretches under development, Operation & Maintenance (O&M) contracts, OMT, TOT, and InvIT (Infrastructure Investment Trusts). For other NH sections, the government has adopted a Performance-Based Maintenance Contract (PBMC) or Short-Term Maintenance Contract (STMC) approach to ensure efficient maintenance.

To improve traffic enforcement and road safety, the government periodically amends the Motor Vehicles Act. Under the Motor Vehicles (Amendment) Act, 2019, new rules were introduced in August 2021 for electronic monitoring and enforcement of road safety on high-risk corridors, National Highways, State Highways, and critical urban junctions.

The government has taken up the installation of Advanced Traffic Management System (ATMS) in Four lane and above NHs, which has provisions for various is implementing a multi-pronged strategy to modernize road infrastructure, electronic enforcement devices Engineering (both roads and vehicles), Enforcement, and Emergency Care.

Speedy identify incidents and effectively monitor highways, improving incident response time and road safety. All development works on NHs, including those in hilly and remote areas, are generally planned as All Weather Roads only This enforcement responsibility lies with State and Union Territory (UT) governments.

The government has issued standardized parameters for investigating hill slope repairs, resurfacing damaged stability and selecting cost-effective long-term stabilization measures for landslide-prone areas in hilly regions. A multi-pronged strategy has been formulated to address road safety issues based on Education,

The Government of India is taking significant steps to enhance national highway maintenance and traffic to improve road safety, reduce congestion, and ensure seamless transportation With an expanding highway network and increasing vehicular traffic, the government.

Comprehensive National Highway Maintenance Plan

The Ministry of Road Transport and Highways (MoRTH) has launched an extensive maintenance and repair program to ensure efficient upkeep of over 1,40,000 km of national highways. The plan focuses on pothole roads Private contractors are responsible for maintaining road quality under long-term agreements.

Key Initiatives for Highway Maintenance:

  1. Performance-Based Road Maintenance Contracts (PBMC):
  2. Ensures regular inspections, quick repairs, and accountability in infrastructure upkeep Implementation of cold mix asphalt, high-performance concrete, and polymer-modified bitumen to enhance durability AI-based road condition monitoring systems to identify maintenance needs in real time.
  3. Development of tree-lined highways and solar-powered lighting system Use of recycled materials and sustainable construction techniques Strengthening and seismic retrofitting of existing bridges Development of new tunnels to improve connectivity in hilly and remote areas With the rising number of vehicles on highways, the government is ramping up efforts to improve road discipline, reduce accidents, and enhance enforcement measures.
  4. Key Traffic Enforcement Measures:
  5. Implementation of Intelligent Traffic Management Systems (ITMS):
  6. AI-powered traffic surveillance cameras to monitor overspeeding and lane violations. Automated Number Plate Recognition (ANPR) for seamless toll collection and traffic rule enforcement Deployment of dedicated Highway Patrol Vehicles at strategic locations to respond to incidents promptly.
  7. Increased Highway Patrolling & Emergency Response Units:
  8. Expansion of FASTag-linked enforcement mechanisms to track defaulters.
  9. Strict Penalties for Traffic Violations Heavier fines for overspeeding, drunk driving, and reckless behavior Stricter enforcement of lane discipline, vehicle overloading restrictions, and seat belt compliance.
  10. Strengthening of 24×7 emergency response centers to provide swift medical and towing assistance Expansion of National Highway Helpline (1033) for real-time support to motorists The combined efforts in highway maintenance and traffic enforcement are expected to by reducing accident rates and fatalities by ensuring smoother highway operations for freight transport.
