DPIIT Reviews Issues Hampering 17 Infrastructure Projects In Delhi, Three States

The Department for Promotion of Industry and Internal Trade (DPIIT) has reviewed 21 issues affecting 17 infrastructure projects in Arunachal Pradesh, Sikkim, Delhi, and Jharkhand, attended by senior officials.

Delhi, Maharashtra, Karnataka, and Uttar Pradesh. These projects, spanning sectors such as highways, railways, urban development, and energy, are facing delays due to land acquisition hurdles, environmental clearances, and financial constraints.

The review is part of the Project Monitoring Group (PMG) initiative, which aims to fast-track large-scale infrastructure developments crucial to India’s economic growth. DPIIT, in coordination with state governments and various ministries, is actively working to resolve these challenges and accelerate project execution.


Key Infrastructure Projects Under Review

The 17 projects, cumulatively worth several thousand crores, include:

  1. National Highway Expansions – Delays due to land acquisition and environmental approvals.
  2. Railway Network Enhancements – Stalled due to funding constraints and encroachments.
  3. Metro Rail Extensions – Facing delays in obtaining clearances from local authorities.
  4. Urban Development Projects – Hampered by litigation over land disputes.
  5. Power & Renewable Energy Projects – Struggling with regulatory approvals and financing issues.

These projects are critical to improving urban connectivity, reducing congestion, and boosting economic development in the respective states.


Major Challenges Identified

  1. Land Acquisition & Encroachments
    • Several projects are facing delays in acquiring private and government land, causing project costs to escalate.
    • Encroachments along railway and highway corridors are proving difficult to remove, delaying construction.
  2. Regulatory Approvals & Clearances
    • Environmental and forest clearances remain a significant bottleneck, with projects stuck in approval processes for months.
    • Delays in approvals from municipal and state authorities are affecting metro and urban development projects.
  3. Funding & Financial Constraints
    • Some infrastructure projects are struggling with funding shortages, particularly those under the public-private partnership (PPP) model.
    • Financial issues with contractors and stalled payments have further slowed down project execution.
  4. Coordination Between Agencies
    • Inter-ministerial coordination issues have created bureaucratic hurdles, delaying decision-making.
    • State and central government agencies need better alignment to ensure seamless project execution.

DPIIT’s Action Plan to Address Delays

During the review, DPIIT directed all stakeholders to implement the following measures:

  1. Expedited Land Acquisition
    • State governments have been asked to prioritize land acquisition for critical projects by fast-tracking compensations and dispute resolutions.
  2. Single-Window Clearance for Approvals
    • A push for a single-window clearance system to fast-track environmental, regulatory.

The Department for Promotion of Industry and Internal Trade (DPIIT) recently reviewed challenges affecting 17 key infrastructure projects across Delhi, Maharashtra, Karnataka, and Gujarat. The review, conducted under the Project Monitoring Group (PMG) mechanism, aimed to resolve bottlenecks related to land acquisition, environmental clearances, and regulatory approvals.

The identified projects span railways, highways, urban development, and power sectors, with a cumulative investment running into thousands of crores. Officials from state governments, project developers, and nodal agencies participated in the review to expedite solutions.

Key issues include delays in land acquisition, pending forest and environment clearances, and utility shifting. The DPIIT has directed the concerned departments to fast-track approvals and remove procedural delays to prevent cost escalations and ensure timely completion.

The PMG, a digital platform under DPIIT, facilitates inter-agency coordination to monitor and resolve project-related issues efficiently. By addressing these challenges, the government aims to accelerate infrastructure development, enhance connectivity, and boost economic growth across the states.
