Srinagar: According to an official press release on Monday, the government has approved the construction of the District Court Complex at Sarnal Anantnag, which is expected to cost Rs. 106.69 crore under the UT Capex Budget.
The decision was made during an Administrative Council meeting presided over by LG Manoj Sinha, which was attended by Mandeep Kumar Bhandari, the LG’s principal secretary, Atal Dulloo, the chief secretary, and advisor Rajeev Rai Bhatnagar.
The main court complex, lawyer chambers, other infrastructure, and residential housing for the Principal District & Sessions Judge, Additional Session Judge, CJM, and Munsiff are all part of the project.
The District Court Anantnag has seven courts in operation, and as the population grows, so does the volume of litigation matters and the workload for the judges. Through the construction of new business establishments such as photo-state shops, food courts, stationery shops, commercial parking units, vendor shops, computer/typewriter institutions, etc., the court complex will create job possibilities for young people.
In June 2024, the Administrative Council (AC) of Jammu and Kashmir, chaired by Lieutenant Governor Manoj Sinha, approved the construction of a new District Court Complex in Sarnal, Anantnag. The project is estimated to cost ₹106.69 crore and will be funded under the Union Territory’s Capital Expenditure (UT Capex) Budget.
The comprehensive plan for the complex includes several key components:
- Main Court Complex: This facility will house multiple courtrooms and administrative offices, designed to accommodate the increasing judicial workload in the district.
- Residential Accommodations: Dedicated housing will be constructed for the Principal District and Sessions Judge, Additional Sessions Judge, Chief Judicial Magistrate (CJM), and Munsiff, ensuring proximity and convenience for judicial officers.
- Lawyers’ Chambers: Designated spaces will be provided for legal practitioners, facilitating better coordination and efficiency in legal proceedings.
- Additional Infrastructure: The complex will also feature essential amenities to support its operations and cater to the needs of the public and legal fraternity.
Currently, seven courts operate within the Anantnag district. The region’s growing population has led to a surge in litigation and an increased judicial workload, necessitating the development of an expanded and modernized court facility.
Beyond its primary judicial function, the establishment of the new court complex is anticipated to stimulate local economic growth. The influx of legal professionals, litigants, and visitors is expected to create demand for various services, leading to the emergence of new business opportunities such as:
- Photocopying Services: Shops offering document reproduction services for legal filings.
- Food Courts and Eateries: Catering to the daily needs of court staff, lawyers, and visitors.
- Stationery Shops: Providing legal forms, paper, and other office supplies.
- Commercial Parking Facilities: Addressing the parking needs of those accessing the complex.
- Vendor Stalls: Offering miscellaneous goods and services to the court’s daily patrons.
- Computer and Typing Institutes: Training centers to equip individuals with skills pertinent to legal documentation and court proceedings.
The approval and subsequent construction of the District Court Complex in Anantnag represent a significant stride toward enhancing the judicial infrastructure in the region. This development aims to ensure timely and efficient justice delivery while simultaneously fostering economic development within the local community.
