Rajasthan Electronics and Instruments Limited (REIL), a joint venture between the government of India and the government of Rajasthan, has conducted two tenders for the supply of solar photovoltaic (PV) module installation structures.
The second tender was 1,100 150W solar module installation structures, 3,500 120W module installation structures and 1,500 75W modules hot-dip galvanized module installation structures. Interested bidders must provide an EMD of 61,000 rupees (approximately US$820).
For both tenders, micro, small and medium enterprises (MSMEs) are exempt from paying EMD. The installation structure will be delivered within two weeks from the date of delivery and customs clearance. REIL stated that 20% of the bids will be reserved for small, medium and micro enterprises.
It stated that MSME bidders must declare their Udhyam registration or Udhyog Aadhar number mandatory on the Central Public Procurement (CPP) portal. Otherwise, they will not be eligible to enjoy the benefits stipulated in the procurement policy for small, medium and micro enterprises.
Start-ups should submit a valid certificate from the Ministry of Industry and Internal Trade Promotion on the CPP portal. If they do not, they will not be eligible for the benefits under the start-up procurement policy.REIL said that as long as they meet quality standards and specifications, local manufacturers will be more inclined to choose to promote domestic products.
According to Mercom’s India Solar Tender Tracker, REIL has so far issued tenders for 39,000 solar modules and approximately 210 MW of solar projects.In September 2019, REIL bid for the rate contract for the installation structure of the procurement module.
