The Noida Authority has made the decision to resume building of the Chilla elevated road corridor, which will cost 650 crores of rupees and run from Sector 14A Chilla regulator near Mayur Vihar in Delhi to Mahamaya flyover in Noida.
When the elevated route is finished, the Noida-Delhi trip will be signal-free.
Work will resume after the administration receives the approval and a Detailed Project Report (DPR) has been provided. The elevated route will serve the needs of thousands of residents of Delhi and the NCR because it will have ramps constructed on the road for commuter convenience and access and exit locations. The Noida Sectors 14, 15, 16, 18, and DND (Delhi-Noida direct) flyway will all have access to the elevated road.
After the DND Flyway, it will be the second route between Noida and Delhi, and once it is finished and accessible to the general public, both the traffic in Noida Film City and on other highways would significantly improve.
The Chilla Elevated Road project, a significant infrastructure initiative aimed at enhancing connectivity between Delhi and Noida, has undergone various developments since its inception. Initially estimated at ₹650 crore, the project’s scope and budget have evolved over time.
Project Overview
The Chilla Elevated Road is designed as a 5.96-kilometer, six-lane corridor connecting the Chilla Regulator near Mayur Vihar in Delhi to the Mahamaya Flyover in Noida. This elevated stretch aims to provide a signal-free route, thereby alleviating congestion on the existing Delhi-Noida Link Road and reducing travel time for commuters. The project is a collaborative effort between the Noida Authority and the Public Works Department (PWD) of Uttar Pradesh.
Timeline and Developments
- Foundation and Initial Work (2019): The foundation stone was laid in January 2019 by Uttar Pradesh Chief Minister Yogi Adityanath. Construction commenced shortly thereafter, with an initial budget allocation of ₹605.3 crore. However, progress was hindered by funding delays, the COVID-19 pandemic, and challenges related to the relocation of utilities, leading to only 13% of the project being completed by mid-2024. hindustantimes.com
- Budget Revisions and Contractor Selection (2024): In response to rising material costs and design modifications, the project budget was revised. In June 2024, MG Contractors was selected as the construction agency with a bid of ₹625 crore, under the revised project cost of ₹680 crore. The contractor is tasked with completing the construction within three years and maintaining the infrastructure for an additional five years post-completion. hindustantimes.com
- Recent Developments (2025): As of February 2025, the project has seen further budget adjustments. In 2022, the construction agency requested an increase in the budget from ₹605 crore to ₹1,076 crore, citing rising material costs and design changes. However, the Noida Authority rejected this proposal. Subsequently, the Uttar Pradesh State Bridge Corporation Limited (UPSBCL) agreed to a revised budget of ₹912 crore. A third-party consultant was then appointed to review the costs, leading to a final budget revision to ₹801 crore.
Anticipated Impact
Upon completion, the Chilla Elevated Road is expected to significantly ease traffic congestion between Delhi and Noida. By providing a direct, signal-free route, it will facilitate smoother commutes, reduce travel times, and improve overall connectivity. This infrastructure development is poised to benefit thousands of daily commuters and contribute to the economic growth of the region.
The Chilla Elevated Road project exemplifies the complexities inherent in large-scale urban infrastructure developments. Despite facing challenges such as funding delays, pandemic-related interruptions, and budget revisions, the project is progressing towards its goal of enhancing regional connectivity. With the recent budget approvals and contractor appointments, there is renewed momentum towards the project’s completion, promising improved transportation infrastructure for the Delhi-Noida corridor.
