NHAI floats tender for ₹4,597.57-cr NH projects

The National Highways Authority of India (NHAI) has released tenders for the construction of three separate packages totaling 4,597.57 crores of a six-lane, controlled-access Tharad Ahmedabad expressway in Gujarat. Under the Bharatmala Pariyojna, they are being implemented on the hybrid annuity model (HAM).

At a cost of 1,327.17 crore, the Package-I includes building a six-lane, access-controlled highway from km 0.000 to km 43.500 from Tharad to Khimana. Package II includes spending 1,524.67 crores to build a six-

lane, access-controlled expressway from km 43.500 to km 83.500 from Khimana to Diodarda. At a cost of $1,745.73 crore, Package-III entails building a six-lane, access-controlled expressway from km 83.500 to km 127.000 from Diodarda to Udalpur.

In October 2022, the National Highways Authority of India (NHAI) issued tenders for the development of a six-lane access-controlled expressway connecting Tharad and Ahmedabad in Gujarat. This initiative, segmented into three distinct packages, represents a cumulative investment of ₹4,597.57 crore and is being executed under the Bharatmala Pariyojana on a Hybrid Annuity Model (HAM).

Project Breakdown:

  1. Package-I: This segment encompasses the construction of a six-lane access-controlled expressway stretching from kilometer 0.000 to kilometer 43.500, linking Tharad to Khimana. The allocated budget for this package is ₹1,327.17 crore.
  2. Package-II: Covering the expanse from kilometer 43.500 to kilometer 83.500, this package connects Khimana to Diodarda. The investment earmarked for this section is ₹1,524.67 crore.
  3. Package-III: This final segment extends from kilometer 83.500 to kilometer 127.000, facilitating the route from Diodarda to Udalpur. The projected expenditure for this package stands at ₹1,745.73 crore.

The Tharad-Ahmedabad expressway is poised to significantly enhance regional connectivity, streamline traffic flow, and bolster economic activities by reducing travel time and improving access between key urban centers in Gujarat.

This project is a component of the broader Bharatmala Pariyojana, a centrally-sponsored and funded road and highways project of the Government of India. The program aims to optimize the efficiency of freight and passenger movement across the country by bridging critical infrastructure gaps through the development of Economic Corridors, Inter Corridors, and Feeder Routes.

The adoption of the Hybrid Annuity Model (HAM) for this project reflects NHAI’s strategic approach to infrastructure development. HAM is a public-private partnership model where the government and the private sector share the project cost and associated risks. Under this model, the government contributes a portion of the project cost during the construction phase, while the remaining investment is made by the private entity, which is subsequently remunerated through annuity payments over a specified period.

The successful implementation of the Tharad-Ahmedabad expressway is anticipated to serve as a catalyst for regional development, providing a robust transportation infrastructure that supports economic growth and enhances the quality of life for residents in the region.
