MoRTH has set aside ₹3549.48 crore for a number of Madhya Pradesh national highway projects. This comprises ₹776.19 crore for the 4-laning of a 41-kilometer stretch of Raisen and Sehore districts’ National Highway-146 B. In addition, ₹1238.59 crore has been granted for the construction of 6-lane service roads along the Ayodhya bypass in Bhopal, and ₹1534.70 crore has been approved for the construction of a 34-kilometer Indore Western Bypass under the Hybrid Annuity Mode.
In February 2024, the Union Minister for Road Transport and Highways, Shri Nitin Gadkari, approved a substantial allocation of ₹3,549.48 crore for the development and enhancement of National Highways in Madhya Pradesh. This investment aims to bolster the state’s infrastructure, improve connectivity, and stimulate economic growth.

Strategic Importance:
These projects are poised to significantly impact Madhya Pradesh’s transportation landscape:
- Economic Growth: Improved highways will facilitate the efficient movement of goods and services, potentially attracting investments and boosting local economies.
- Safety Enhancements: Upgraded road infrastructure is expected to reduce traffic congestion and accidents, promoting safer travel for commuters.
- Regional Connectivity: Enhanced links between key cities and rural areas will promote balanced regional development and accessibility.
Implementation Framework:
Both projects will be executed under the Hybrid Annuity Model (HAM), a public-private partnership framework that combines elements of the Engineering, Procurement, and Construction (EPC) and Build-Operate-Transfer (BOT) models. Under HAM:
- Government’s Role: Provides a portion of the project cost during the construction phase, reducing the financial burden on the private sector.
- Private Sector’s Role: Responsible for the construction and maintenance of the project, ensuring quality and efficiency.
This model aims to attract private investments while ensuring timely and cost-effective project completion.
Future Outlook:
The sanctioned projects are part of a broader strategy to upgrade the National Highway network across India. In Madhya Pradesh, these developments are anticipated to:
- Enhance Trade Routes: Strengthen connections to industrial hubs, facilitating smoother logistics and supply chains.
- Promote Tourism: Improved roads will provide better access to tourist destinations, potentially boosting the state’s tourism sector.
- Socio-Economic Development: Enhanced infrastructure will improve access to education, healthcare, and employment opportunities for residents.
The Ministry of Road Transport and Highways remains committed to advancing infrastructure projects that drive economic development and improve the quality of life for citizens. The successful implementation of these projects in Madhya Pradesh is expected to set a precedent for future infrastructure endeavors across the nation.
