Kolkata Port and East Horizon: A ₹260 Crore Leap into Green Energy

Consider a bustling maritime hub where the salty air of the Bay of Bengal meets cutting-edge technology from the future. This is the new reality at the Syama Prasad Mookerjee Port in Kolkata (SMPK). The port has signed an agreement with East Horizon Pvt Limited for a ₹260 crore project, indicating a significant shift toward sustainable energy.



A Landmark Licensing Agreement

The agreement is more than just a handshake; it represents a long-term commitment to changing how West Bengal powers its industries. On March 6, 2026, officials from both sides signed a licence agreement to build a Floating Storage and Regasification Unit (FSRU). This specialised facility will be located at the Haldia Dock Complex (HDC), a critical node in India’s maritime network.


What Exactly is an FSRU?

For those unfamiliar with maritime terminology, an FSRU is essentially a high-tech offshore vessel. It serves as a link between large LNG carriers and onshore gas pipelines. It receives Liquefied Natural Gas in its chilled, liquid form, safely stores it, and then “regasifies” it—turning it back into a gas—so it can flow through the national grid to homes and businesses.


Strengthening the Energy Grid

The purpose of this 260 crore investment is to strengthen the national gas supply chain. By including this facility in the Kolkata Port’s repertoire, the region gains a consistent entry point for cleaner fuel. This is perfectly aligned with the Indian government’s vision of significantly increasing natural gas’s share of the total energy mix.


Economic Ripples in Eastern India

The scope of this project extends far beyond the dockyards. Rathendra Raman, Chairman of SMPK, stated that this facility will strengthen the port’s role in promoting sustainable industrial growth. When industries have access to cleaner, more efficient fuel, they become more competitive and environmentally conscious, attracting additional investment to the region.


The Clean Energy Transition

Natural gas is often referred to as the “bridge fuel” because it burns much cleaner than coal or oil. Kolkata is establishing LNG infrastructure to position itself as a leader in the green transition. The project will facilitate the adoption of cleaner fuels in a variety of sectors, including power generation and city gas distribution, thereby reducing the state’s overall carbon footprint.


Strategic Location at Haldia

Choosing the Haldia Dock Complex was a calculated decision. Haldia is already a cargo and liquid bulk powerhouse, and the addition of LNG capabilities transforms it into a versatile energy hub. The proximity of existing industrial clusters in West Bengal and neighbouring states ensures that regasified gas has a ready market as soon as it begins to flow.

East Horizon brings the private sector’s agility and specialised focus to the table, while the Syama Prasad Mookerjee Port provides strategic infrastructure and regulatory oversight. Together, they are addressing the issue of energy security. In an era of global energy volatility, having a dedicated LNG terminal serves as a buffer, ensuring a consistent supply for the regional economy.
