DGCA Gets Aerodrome License Request from Navi Mumbai Airport

The DGCA has received an application for an aerodrome license from Navi Mumbai International Airport, a joint venture between Adani Airport Holding and CIDCO. The airport, designed to meet increasing air travel demand, is expected to complete Phase 1, providing relief to the region’s air traffic.

The Navi Mumbai International Airport (NMIA), a significant greenfield project aimed at alleviating congestion at Mumbai’s Chhatrapati Shivaji Maharaj International Airport (CSMIA), has recently progressed toward operational readiness. The airport’s operator, Navi Mumbai International.

Airport Limited (NMIAL), a joint venture between Adani Airport Holdings Limited (AAHL) and the City and Industrial Development Corporation of Maharashtra (CIDCO), has submitted an application for an aerodrome license to the Directorate.

General of Civil Aviation (DGCA). This license is essential for commencing commercial flight operations, as it certifies that the airport meets all necessary safety, operational, and infrastructural standards.

Recent Developments

  • DGCA Assessment: On February 25, 2025, the DGCA convened a meeting with key stakeholders, including representatives from NMIAL, AAHL, CIDCO, and the Airports Authority of India (AAI), to evaluate NMIA’s preparedness for the aerodrome license. This assessment is a critical step in ensuring that the airport complies with all regulatory requirements before initiating commercial operations.
  • Validation Flight: In December 2024, NMIA successfully conducted its first commercial flight validation test. An IndiGo A320 aircraft landed on runway 08/26, marking a pivotal milestone in the airport’s journey toward operational readiness. This validation is crucial for obtaining the aerodrome license from the DGCA.

Projected Operational Timeline:

  • Domestic Flights: NMIA is slated to commence domestic operations on May 15, 2025. Discussions are underway with major low-cost carriers, such as IndiGo, Air India Express, and SpiceJet, to allocate prime slots at the new airport. These negotiations aim to ensure a smooth transition and optimal utilization of the new infrastructure.
  • International Flights: International flight operations are anticipated to begin by August 2025, following the successful launch of domestic services. This phased approach allows for a gradual scaling of operations, ensuring that all systems and processes are thoroughly tested and optimized.

Capacity and Infrastructure

  • Initial Capacity: Upon commencement, NMIA is expected to handle approximately 10-12 million passengers annually, with a distribution of around 9 million domestic and 3 million international travelers. This capacity is designed to provide immediate relief to the overburdened CSMIA and cater to the growing demand for air travel in the region.
  • Future Expansion: Plans are in place to expand NMIA’s capacity to accommodate up to 90 million passengers per year, positioning it as the second-largest airport in India. This expansion will be executed in phases, aligning with the increasing demand and ensuring that infrastructure development keeps pace with passenger growth.

Strategic Significance:

The development of NMIA holds substantial strategic importance for the Mumbai Metropolitan Region (MMR) and the broader Indian aviation sector. By providing additional capacity and modern facilities, NMIA is expected to enhance regional connectivity, stimulate economic.

Growth, and alleviate the congestion currently experienced at CSMIA. The airport’s strategic location in Navi Mumbai also offers improved accessibility for passengers from various parts of the MMR, potentially reducing travel times and enhancing the overall passenger experience.

Following the submission of the aerodrome license application, the DGCA will conduct a series of evaluations and inspections to verify NMIA’s compliance with all regulatory standards. This process includes reviewing safety protocols, operational procedures, and infrastructural readiness. Upon satisfactory completion of these assessments, the DGCA will issue the aerodrome license, officially authorizing NMIA to commence commercial operations.

In conclusion, the submission of the aerodrome license application marks a pivotal milestone in NMIA’s journey toward becoming operational. With the anticipated launch of domestic flights in May 2025 and international operations to follow, NMIA is poised to play a crucial role in transforming the aviation landscape of the Mumbai Metropolitan Region and contributing significantly to India’s aviation growth story.
