Cidco floats RFQ to appoint consultants for ₹8,200 cr metro lines

CIDCO is building an integrated metro rail corridor to improve urban mobility and boost Navi Mumbai’s economic development. The Navi Mumbai Metro has four lines: one from Belapur to Pendher (11.1 kilometres), another from Khandeshwar to Taloja MIDC (7.12 kilometres), a third that connects the first and second lines (3.87 kilometres), and a fourth that runs from Khandeshwar to Navi Mumbai International Airport (4.17km). Line one, which runs from Belapur to Pendhar (11.1) and has 11 stations, is nearing completion and is expected to open in December 2022.

The City and Industrial Development Corporation (CIDCO) has issued an RFP for the appointment of a consultant to develop development strategies for two, three, and four balance Metro lines. The consultant will need to research various models for developing Metro projects both inside and outside of the country, including public-private partnerships (PPP), non-PPP, and any other suitable model. It will also make recommendations for the financing of various operational and under-construction metro projects in India.

The total cost of the project is estimated to be 11,300 crore, with the remaining three lines 2, 3, and 4 accounting for around 8,200 crore.

The appointed consultant will need to review the detailed project reports for lines 2, 3, and 4, as well as the project report for Line 1 that is nearly finished. The policy and regulatory environment for metro projects will also be examined. It will also investigate two national and two international metro projects based on the public-private partnership model. Within 15 months of being hired, the consultant will have to submit detailed reports.
