Adani Road Transport has emerged as the highest bidder for managing a 124-kilometer stretch of National Highway 38 in Tamil Nadu, offering ₹1,692 crore under the toll-operate-transfer (TOT) model. This section includes the four-lane Trichy-Thuvarankurichi-Madurai route.
Other contenders for this project included IRB Infrastructure Developers, which bid ₹1,485 crore, Epic Concessions with ₹1,152 crore, and Prakash Asphaltings & Toll Highways at ₹876 crore. The National Highways Authority of India (NHAI) opened the financial bids recently and is expected to award the contract to Adani Road Transport following board approval.
The TOT model allows private entities to operate, maintain, and collect tolls on highway stretches for a specified period in exchange for an upfront payment to the government. NHAI has plans to monetize 86 highway stretches, covering approximately 4,912 kilometers, as part of its strategy to raise funds for infrastructure development and debt reduction.
This initiative is part of NHAI’s broader plan to monetize highway assets, aiming to raise ₹54,000 crore in the fiscal year 2025 through road asset monetization. The funds will be utilized for new infrastructure projects and to reduce existing debt, which stood at ₹2.76 trillion as of December 2024.
