The Ministry of Housing and Urban Affairs has allocated Rs 26,000 crore in the 2022-23 joint budget for the construction of non-residential office buildings for the Central Vista redevelopment project, including Parliament and the Supreme Court. This is Rs 767.56 crore more than Rs 1,833.43 crore in the previous fiscal. For residential purposes, the ministry has received Rs 873.02 crore.
Central Vista is the central administrative district of India, located in New Delhi.
During the colonial era, renowned British architects Edwin Lutyens and Herbert Baker designed the Central Vista complex.
Inaugurated in 1931, it consists of the Rashtrapati Bhawan, the Parliament House, the North and South Blocks and the Office of Records (later named the National Archives) as well as the India Gate Monument and Civic Gardens flanking the Rajpath.
Conceived in September 2019, the redevelopment of Central Vista involves multiple projects spread over a six-year period at an estimated cost of Rs 20,000 crore.
Facing criticism from the opposition, the government said a new parliament building was needed, as the current one dates back to the 1920s and shows signs of “distress and overuse”.
The planned redevelopment includes a new triangular parliament building, MPs Chamber, Central Vista Avenue, 10 public Central Secretariat buildings, Central Convention Centre, additional building for the National Archives, new Indira Gandhi National Art Central Building, Security Officer Facilities, Vice President’s Residence, Prime Minister’s Residence, Prime Minister’s Office Administrative District, Cabinet Secretariat, National Security Council Secretariat, Relocation of the North and South Areas of the National Museum, etc.
All of these projects will be planned sequentially in phases until 2026. The new parliament building project has been awarded to Tata Projects at an estimated cost of Rs 8.62 crore, while the Central Vista Avenue revival project has been awarded to Shapoorji Pallonji Group for an estimated cost of Rs 4.77 crore.
The new parliament building is scheduled for completion in October 2022.
Currently, 39 ministries are based in Central Vista, while about 12 have offices outside Vista.
