Pune Central Railway invites solar power project bids for Maharashtra

The Central Railway Division in Pune has issued a call for bids to choose organisations to carry out state-by-state grid-connected rooftop solar power projects in Maharashtra. The projects will use a design, build, finance, operate, and transfer paradigm and will be run through public-private partnerships. There will be two capacity categories for the projects: (i) above 10 kW and up to 100 kW. and (ii) 500 kW and more than 100 kW. The choice to quote for one or both capacity is available to bidders. Developers are in charge of providing full operation and maintenance services for 25 years, with projects anticipated to be operational within 240 days after receiving the work order. Bids will open on June 24, 2024, and bid proposals must be received by that date. Bidders are required to furnish an earnest money deposit of Rs 1.07 million/MW of the specified capacity, and the bid document costs Rs 34,810. Following selection, bidders have 30 days from the date of power purchase agreement signing to provide a performance security of Rs 1.6 million/MW and a bid process management charge of Rs 75,000/MW. The empanelment will be in effect for a year, with the possibility of an additional year dependent on zonal railway demands and performance. Indian Railways will use the net metering method to harness the generated solar electricity. If public utilities or zonal railroads request it, the selected bidder will execute a 25-year power purchase agreement with the railroads, maybe at the divisional level. In order to be eligible to bid, a bidder must have installed at least 200 kW of grid-connected rooftop solar systems or 1 MW of any grid-connected systems as an EPC contractor or developer. In addition, throughout the previous three years, they ought to have maintained a positive net worth and an average yearly turnover of Rs 15 million. The Ministry of New and Renewable Energy’s list of locally made modules is a requirement for the projects, which will not get government financial help. Furthermore, bids were recently requested by the East Central Railway’s Sonpur Division to empanel contractors for the installation of 1.1 MW of grid-connected rooftop solar power.
